Enhancement: Tabbed side panel support

What steps will reproduce the problem?
1. From Plugin manager, enable multiple side panels
2. From View menu, display multiple side panels

What is the expected output? What do you see instead?
Currently, each side panel displayed is allocated its own area in the window.

Would like to see each side panel get a tab in a single side panel area.

What version of the product are you using? On what operating system?
0.3.15

What method of install was your version installed with (Binary/Source)?
binary (Windows Installer)

If from source: What version of python and wxPython are you using?

This has crossed my mind a few times. I am planning to add another plugin 
interface
that will use a notebook control for housing side panels. Existing plugins such 
as
the filebrowser and projects plugin will probably be changed to derive from this
interface when its in place.
