launcher.py can't find the startup script Editra #827

The launcher.py script can't find the startup script Editra.  It appears that 
it has been renamed to lower case.  Should launcher.py be updated to reference 
the lower-cased script, or is there a file missing?

I was looking at the copy of Editra distributed with wxPython 3.0.2.0, but I 
checked the Editra tarball and it seems to be absent there too.
