Some values in Carrier table will be rejected by FormatChecker #32

A few dates in the Carrier table only have 2 digits for year. I will update these entries later today to be the proper 4 digit format.

Just a heads up in case anyone was receiving errors trying to load Carriers.

Current date format actually accepts 2 digit years.

Closing, unless we want to limit it only to 4.
