the multilevel approach is overly complex since there are only two levels (global and request)
try to maintain current interface (document any changes)
will still need a means of resolving them from the request/response defaulting to the server config

new feature

consider providing a static means of configuring truely global defaults (at static class level) so that all ErsatzServers in the current class-space all have the same default enc/dec
