Fixed Security Warnings #41

Description

I have updated the following NPM packages to newer versions:

commander ^2.9.0 -> ^3.0.2
gifsicle ^3.0.4 -> ^4.0.1
giphy-api ^1.2.5 -> ^2.0.1
opn ^5.4.0 -> ^6.0.0
babel-eslint ^10.0.1 -> ^10.0.3
eslint ^5.6.1 -> ^6.5.1

Steps to Test

Tested eslint + babel-eslint via lint script Tested opn via index.js page Other packages appear to be not implimented
