facing below install issues; on docker build the docker compose up ] ERROR: relation "user" does not exist at character 555 image

This is the log i get on a newly installed ubuntu 22 server; https://gist.github.com/ken-muturi/37d3ebec2253600f7a4f32b25a0453dc. I have also tried to have the image pull ckan version 0.3

do we have any feedback on this? All installations including my localhost is giving the same error. Your prompt feedback is appreciated.
