update flask #61

Core currently uses 0.12.4, I've have no idea how 1.0.2 would break things.

Looks like we only use flask in tests. But there is a potential security issue flagged against the current version and I was just seeing if we could hike it to the latest. I have not tried running the tests, but assume they would just pass. The Travis error looks like an unrelated issue, so if you are able to fix the Travis build then this PR would be an easy merge / win.
