Improve test coverage and fixes timeout calculation

Adds

Test for queue.resubmit_objects() (belongs to implementation fixed with https://github.com/ckan/ckanext-harvest/pull/421)
Logging for the re-sent objects to the queue in loglevel DEBUG in queue.resubmit_jobs()

Fixes

Timeout date calculation, because on server with different time zones the timeout tests are failing (originally added with https://github.com/ckan/ckanext-harvest/commit/3619dbc0ad0bcc5f1b4a197f0c13b63b319d2ee6)
Makes the test test_queue.py independent of the test execution order and prevents the test from failing on a server that is not freshly installed
