Fix issue 82 #83

This PR fixes issue #82.

It handles multiple routing structures used by different versions of ckan, to ensure that the extensions config can still disable main menu items.

Suprised that such a simple fix causes such major issues for the testing rig. I can see that no builds have happened in quite a while on Travis so perhaps the tests need some TLC to stop them erroring. There appears to be some signature verification error that might be resulting in Travis not getting the latest version of index files. Could perhaps be causing some issues. I'll just leave the PR here for now and wait for some further response from a repo admin.

Thanks @jonathansberry the test failures are unrelated and just need to find the time to fix them
