Fix bug when hiding organisation's links when using the new template engine #2

It was ignoring the c.organisations configuration, always showing the links.

@amercader or @tobes, could you take a quick look to see if this pr is OK, and merge it? I've just replicated what's in the docs and in https://github.com/okfn/ckanext-qa/blob/master/ckanext/qa/templates/qa/index.html#L19-L21.

@vitorbaptista This looks ok to me so I'll merge. Would you mind making a pull request from a branch in the extension rather than from your own repo in future though? Cheers.

@johnglover Thanks. I usually work on my own fork just because I have the habit of creating bogus commits, so I like to be able to clean/rebase them before sending the pull request, something I guess might not be good to do on OKFN's repository. But I can start working on the main fork, no problem :+1:
