Fix HTML view of ISO XML #280

These changes seem necessary to resolve the link /harvest/object/<id>/html under CKAN 2.9 and python 3.

Hi Adria! I'd be happy to. Could you point me to a similar test that I can use as a guide? I am unfamiliar with the testing framework being used.

EDIT: I've added a test. I am using the GitHub checks to see if the test passes. Let me know if there are improvements I can make.
