@rossjones CKAN Association is not a legal entity. As per current CKAN Association FAQ the Association is homed at the Open Knowledge Foundation and so it is to the Open Knowledge Foundation that the license must be made etc
And the part about who decides what goes in?

It's not difficult or expensive to set up a legal person in the UK. Why not create a proper CKAN Association?
Francis Davey pointed me at http://create.oneclickorgs.com/organisations/new a while back now, it even contains tools to manage voting. He was of the opinion that it was the best approach to forming associations and such like (he provided the legal advice).
It is a significant move to make this change. Right here is probably not the place to discuss or debate whether this is a good idea. What I'd note is that it is unlikely that this is something to resolve in the CLA discussion - it would need to be a bigger and longer discussion with relevant CKAN stakeholders.
Right now, and at least AFAICT on a relatively near-term timeline, the only relevant legal entity who can be assignee in the document is the Open Knowledge Foundation.
If there was some language people wanted that made more explicit that actual decision making on behalf of CKAN project is CKAN Association then I think that would be great.
@rossjones i've known about oneclicks from their inception. Incorporating is not the issue per se. It is all the additional commitments that go with it - what is your governance, how does it work and all the attendant work: filing accounts, having a reliable (backing) board, having money to pay for overheads etc etc.
