Update default config #19

Updated default config file and name due to the XML format being deprecated in CFLint 1.2.0. Also, made some improvements to README.

@ckaznocha Can you please bump the version for this? I don't have any other changes coming soon and it would be better if new users did not default to a deprecated format.
