Release version 4.0.0. #289

Last version in the CHANGELOG is 4.0.0, but last version in releases is 3.1.0.

Is there any plan to release 4.0.0?

We plan to release 4.0.0 this month, alongside CKEditor 4.19.1. Note that the date may still change.
