Disable feedback widget on index pages of documentation #2876

Provide description of the task

Umberto from version 0.20.0 supportos feedback widget, which renders widget on all pages unless it explicit prevented. To prevent it you need to add proper option in front matter in documentation (more info here).

CKEditor4 documentation should be updated in a similar way as it was done for CKE5: https://github.com/ckeditor/ckeditor5/commit/5b66ef77483074bae8cc59c5dea29c5c2263a7a8. To prevent of displaying empty widget container. Example how below: screen shot 2019-03-01 at 09 19 30

There appear bug with emojics, so it's not high priority task. https://github.com/cksource/umberto/issues/761 However it could be nice to be prepared for this change in the future.
