Screen reader users are not notified when Balloon toolbar is activated #12291

  1. Select some text to activate the balloon toolbar whilst nvda is active

✔️ Expected result

NVDA announces the toolbar is present and what keyboard shortcuts are needed to navigate to it.

❌ Actual result

Nothing occurs
