Introduce Image properties equivalent from CKEditor 4 #12632

📝 Provide a description of the improvement

In the demo of CKE4, on clicking of Image, we are seeing Image Properties Popup. But the same behavior is missing in CKEditor5. Do we have any way to get Image Properties popup on clicking of Image in CKEditor5 like we have in CKEditor4? Do we need to use any plugin for that?

What do you mean by Image properties popup? And which features of it you think are useful?

Recently, we received some feedback about missing Image properties UI:

File manager integrated with the Image Properties dialog

The mentioned missing properties were (I've added my comments to each point):

URL Field - available, see https://ckeditor.com/docs/ckeditor5/latest/features/images/image-upload/images-inserting.html#inserting-images-via-source-url,
Width field - this attribute is not supported, see feature request here - #5154,
Height field - this attribute is not supported, see feature request here - #5154,
Border - this attribute is deprecated (https://developer.mozilla.org/en-US/docs/Web/API/HTMLImageElement/border),
Hspace - this attribute is deprecated (https://developer.mozilla.org/en-US/docs/Web/API/HTMLImageElement/hspace),
Vspace - this attribute is deprecated (https://developer.mozilla.org/en-US/docs/Web/API/HTMLImageElement/vspace),
target - available, it's possible to use Link image feature (https://ckeditor.com/docs/ckeditor5/latest/features/images/images-linking.html#demo) and create a decorator for handling the target attribute (https://ckeditor.com/docs/ckeditor5/latest/features/link.html#adding-attributes-to-links-using-the-ui-manual-decorators).

Additionally, it includes support for attributes from the Advanced tab:
