Create a Ballon Toolbar custom build using the online builder with two rows of items
Use the custom build, for example by running the included sample.

✔️ Expected result

There should be no empty space in the panel, as in the online builder preview:

❌ Actual result

There is a large amount of empty horizontal space in the panel
