Handling operations instead of editor content in Watchdog #14624

📝 Provide a description of the improvement

Watchdog does not work well with the revision history package since RH is based on operations and Watchdog saves only the content. To handle it watchdog has to be refactored to restore the editor state using operations.

Also, the current logic won't work correctly with Undo.
