Improve stale bot to check the reactions added to the stale bot comments before closing an issue

📝 Provide a description of the improvement

Currently, stale bot takes into account the following dates to decide whether the stale issue (or pull request) is not stale anymore:

• the creation date,
• the last date of editing an issue or pull request,
• the last date of adding a reaction to the body of issue or pull request,
• the last date of adding or editing a comment,
• the last date of changing a label.

It would be nice to take into account also the last date of adding a reaction to the bot's comments.

Adding a reaction to the bot's comment should unstale the issue (or pull request).
