`forceSimpleAmpersand` support #17250

When inserting ampersands in ckeditor, switching to source code will be converted to ampersands; Causes some code that requires the ampersand symbol to fail

CKEditor 5 doesn't have this option. I will leave this ticked open to gather the interest. Could you share more details what code fails on your side?
