No way to leave code suggestions which suggest removing the line

Issue

When trying to leave a code suggestion which suggests deleting a line entirely it either:

• Won't allow the comment to be published because it thinks there's no content
• If there's a comment above the suggestion it ignores the code suggestion block and only leaves the comment.
