Update the manifest to v3 #320

Since the Manifest version 2 will be deprecated in 2023 we should update it sooner to avoid any potential problems.

Unfortunately we had to revert the change as Firefox doesn't support v3 yet (see https://github.com/ckeditor/github-writer/pull/324#issuecomment-1176169356 for details).

It is said that FF is going to support this soon (it should be supported on nighlty, with the official rollout mid-January 2023).
