Toolbar buttons tooltips not visible when editing comment in review field #354

📝 Provide detailed reproduction steps (if any)

  1. Open a PR.
  2. Go to "Files" tab.
  3. Open the review menu.
  4. Hover over any toolbar button.

✔️ Expected result

Tooltip is visible.

❌ Actual result

Tooltip is not visible.

❓ Possible solution

Similar to #347, but just in this one editor context.
