This article is about a new feature in the Ghost platform, but they are using an indieweb concept of webmentions for the service. It's an interesting idea for Postmarks. This specific endpoint...seems to be a new idea by Ghost? I haven't been able to find it in any of the webmention specs.
Perhaps you could tag specific accounts or links as "recommended" and they would appear on a separate page? Raindrop.io has a "star" you can set on specific links, so I guess it could be considered similar to that.
