Binary release for v2.10 #218

We are using the binaries at https://github.com/clMathLibraries/clBLAS/releases for automated testing of our Julia bindings at https://github.com/JuliaGPU/CLBLAS.jl and for the recent v2.10 there are no non OpenCL 2.0 binaries available in previous releases called clBLAS-2.8.0-Linux-x64.tar.gz. Building releases ourself is certainly possible, but I would be welcome official binaries as well.
