Description

Changes to the ISSUE_TEMPLATE:

No need to provide Android or iOS version, because there is no linked smartphone

Changes to the PULL_REQUEST_TEMPLATE:

No first time contributor checklist
Changes can be related to locales, because I will not be able to provide the tool chain for keeping track of language support as signalapp does.

FUNDING was removed, because there is no funding needed for this project.
