scite integration - add scite config option to disable missing password env check/warning

Similar to how ptcipher can be specified in scite config, allow the warning message to not be displayed (use case would be for prompt use case). Default to remain warn.

This would allow successfully prompt and decrypt to have a clean output window/pane.
