When a new doucment is available, what sections does it have and do the sections contain much data? Does the document refer to an existing patient? This could also be thought of as the pre-conversion DQ metrics.

There are tools that can help answer this question. This ticket is about putting a finer point on the question and performing any necessary tweaks to the tools.

Specifically in CCDA-tools, code_section_snooper is probably the most relevant.

This was closed as a way to limit the list of bugs and subsume this in the uber/super ticket. Since it shows up as done in too many places in this way, It is being re-opened to accurately and clearly reflect its incomplete state.
