Assess Errors in logs, and develop method for tracking #48

The number of errors in the log file need to be carefully interpreted because rules fail because either the rules are erroneous, or an input file has issues. It's data fundamental to the question about the generalizability of the rules when they fail because of data issues. Collecting person_id values is one such issue. The different sources have different and often multiple kinds of ids. Another is the way measurement values appear as a value to an attribute named "value", and other times as text associated with the element.

This was closed as a way to limit the list of bugs and subsume this in the uber/super ticket. Since it shows up as done in too many places in this way, It is being re-opened to accurately and clearly reflect its incomplete state.
