--strokeArcs should create valid lines/polygons #202

Before creating a new issue: Since #159 is mainly about ili1 and exporting. This ticket is also meant to deal with creating invalid lines/polygons on import?

I have this issue with attached data. It produces a self-intersection at 2625265.2, 1238560.3.

Currently, --strokeArcs affects only the schema import and the data imports. But not the data export.
