INTERLIS Export: Writing unambiguous block comments #67

When exporting to INTERLIS, UML Editor writes block comments starting with /**. According to the RefHB a block comment starts with /* (only with a single *). I don't want to open the discussion whether this is correct or not (one might argue there has to be a space after the inital start sequence of /*...) but it leads to confusion when an INTERLIS tool produces an output that does not correspond to the RefHB. This export behaviour should therefore be corrected.

documentation is only written as ilidoc comment (claeis/ili2c#66), so that it follows a defined syntax and can be read by other tools.
