Setup CircleCI as the CI tool for the repository.

We would like to set up the Circle CI as the core CI server for the project. The circle CI server should do the following things:

• Run unit tests and succeed on success else fail
• Run integration tests
• Publish a raw go lang binary that can be used. Needs to be done against every commit
• Public a docker image for the generated binary that can be used instead of a raw binary
• Allow indicating a release which should public the package and generated binary files against a release
