Made 'verify' parameter for update optional with a default value of 'True'. 
This is to fix errors encountered when running setup - the script calls update 
with specifying the verify parameter.
Removed check for Cygwin version 1.7 that was wrongly setting self.setup_ini to 
setup_2.ini resulting in the ini file not being found on mirrors.
