setup.ini: exception processing messages that not start with " #16

What steps will reproduce the problem?
1. cyg-apt -X upgrade
2. fails when encounter a message that not start with "
3. exception in next line where is not possible to map key / value

What version of the product are you using? On what operating system?
Windows XP / python 2 and cyg-apt 1.0.7-1

I already corrected the problem adding a new message parsing conditon. This way 
now setup.ini is well processed.
In attachment follows the corrected version.
