1.5.2-0.1.0: Feature - BOLT12

This PR adds partial support for BOLT12! The features included:

• Scan and Send handling of BOLT12 offers(pay) and invoice requests(withdraw)
• New offers route that lists all of your offers and invoice requests with a brief summary, as well as a button for creating new ones:

• Create new offer/invoice request route with a flow that is similar to the /receive flow for BOLT11, but with additional slides for new BOLT12 params:

• New route for offer/invoice request summary and detail that also lists any payments associated that are associated with it. Payments link directly to that payment summary:

Not Included in this PR I opted for not supporting the recurrence feature of BOLT12 in this PR for a couple of reasons:

• It has been temporarily removed from the spec, so I imagine it will be quite a while until it is fully supported in other implementations.
• Supporting recurrence means that Clams will need to keep track of payments and when the next payment is due. This will require being able to run a timer in the background when the app is not open, which I don't think PWA's can do at the moment. Hopefully we can use something like the Periodic Background Sync API on some devices or maybe the proposed "Cron for the Web" functionality.
• It will also require creating a standard for storing next payment info on the node storage, which will take some time working with the CoreLN team so other client wallets can also implement that standard.
