… Deleted the transcript guidelines.md. Renamed this readme to lower case.
As for the whole-repo: updated the README.md by removing a new convention and placing it in the conventions.md. Renamed the template.md file for more clarity.
This readme has an process.py explanation written by me. During review, please check that this explanation is suitable as I was not involved in writing this code.
Because this part is added, this whole issue can be closed and does not require future edits to add the process explanation in.
This readme was originally based off of discussions/recollections/writeups from Gabe Alexander.
Recommend to merge this PR LAST (after the other readme PRs).
