Because

This issue to track progress on development of "gold" format of RFB evaluation data (not confused with rfb-seqtag data).

Done when

[ ] format to use in evaluation script is fixed
[ ] process.py is written in this repo to generate the gold format
[ ] golds directory is added to RFB project directory.

Closely related to https://github.com/clamsproject/aapb-evaluations/issues/51.
