updated fa_eval readme #36

fixes partially #35 updated for more information on env, changed all requests for .srt to .tsv because this is outdated. updated the invocation to be evaluate.py instead of fa_eval.py (outdated).

(Just caught a typo in line6 "predition", will update next time.)
