New Feature Summary

(This will require coordinated updates to https://github.com/clamsproject/.github/blob/main/.github/workflows/app-container.yml file as well)

[x] arm64 support, but only by option
[x] manual dispatch
[ ] automatic OCI spec generation from metadata.py
[x] notification (probably via Slack?) when build is done (wait for https://github.com/integrations/slack/issues/887)
[x] callback on success to trigger app-directory registration
