Closes #3918

This is still a work in progress. I opened this draft PR mostly to signal that I'm interested in working on this and have started.

The basic functionality seems done. Pending from my POV (feedback appreciated):

check the existing static powershell generation to see if I can at least reach parity (quality-wise)
fix some warnings / formatting
tests

Hi @shannmu, I wish I was but got sidetracked and I'm unlikely to pick this up again. I will close this PR.
