Conversion of smart agent modules to generator format

This was mostly done automatically through a custom script, and checked afterwards with terraform 2 errors have also been corrected :

• smart-agent_varnish > Hit rate : MAJOR could not trigger
• smart-agent_postgresql > Hit ratio : WARN could not trigger
