EE: bad language in taxonomies #745

In EE taxonomy for speaker types "cs" is used as the name of the langauge here: https://github.com/clarin-eric/ParlaMint/blob/0dfbeb729f258a114e29b82faca9e847ed4c51b6/Samples/ParlaMint-EE/ParlaMint-taxonomy-speaker_types.xml#L23-L28

Also, parts of the ParlaMint-taxonomy-parla.legislature are in Czech, not Estonian. I'm not sure how this came about but it is already present in 3.0.

@nemeek, could you pls. fix these two taxonomies?

@matyaskopp, I now by hand added the available translations into the common taxonomies into data branch from the commits above. We are still missing quite a few translations for EE but I guess we won't get them, so, closing this issue.
