Use shortref.org API to generate more persistent VLO permalinks #105

Using the API of http://shortref.org/ would make it possible to generate permalinks that are

  1. handles, therefore more suitable for use in citation
  2. nicer (much shorter!) to behold and share
  3. updateable should the VLO URL (query) scheme ever change

For the last point to work, the VLO would have to keep a record of all link handles ever generated. The shortref handle could of course also just be an option next to the plain link for users that need any of the above advantages.

If this is done, we should take care that people do not confuse such a handle with a stable collection or constant search result.
