Make Wicket develop/deployment mode configurable through environment variable #119

For docker based deployment, it would be nice if the Wicket mode (see documentation) could be configured through an environment variable. This could be used in the docker compose configuration to e.g. enable the Ajax debug feature in dev and alpha, but ensure that this is disabled in beta and production.
