Warn user when editing closed vocabulary with linked external vocabulary #123

If a closed vocabulary has a link to an external vocabulary and the user tries to remove or add a row, ask for confirmation in a dialogue that explains the risk of having a vocabulary that deviates from the linked external vocabulary. Do this once per lifetime of the type modal (but only on an action that triggers this).
