Publish one or more items as draft as user1
Make sure that you can edit the item in the public registry
Log in as user2 (non-admin, not sharing a group)
Note that you can also edit the item.

The REST service should restrict such editing to items that are owned by the logged in user or belong to a group of which the owner is a member.
