Reported by Diete: IdPs not in alphabetical order

Also look into including weight.

Implemented sorting on heighest weight first, then alphabetical on english title. See: https://github.com/clarin-eric/discovery-service-frontend/commit/08e8c2502246d8625a9e4b423e41117705b99d5b
