update elra links #379

ELRA has changed their link system and while the old links still redirect to the new location, it would be nice to use the new shorter links directly. This concerns all links from the domain catalog.elra.info

Done! I also replaced quite a few other non-PIDs with PIDs, as well as changed doi's to handles (though I might have missed some; a more thorough check should be done at one point.)
