Preserve the values of the column "Switchboard input format" in the SIS format descriptions

This is about the data (indirectly) from the spreadsheet and also seen in the frozen release PDFs at https://www.clarin.eu/content/standards

There is a field indicating whether a format is a Switchboard input format. This should be preserved in the format descriptions schema and then made searchable (somehow: as a facet, in a separate list -- whichever works to get that functioning).

So this ticket is actually a ticket for two tasks:

• one regarding the schema and transfer of the information from the spreadsheet (and later from the Switchboard itself)
• the other concerning the visualization / searchability, to make that information useful

My concern here is with how current the relevant info in the spreadsheet is, and how it can be kept current. One half-idea is to find out the format IDs used by the Switchboard and use them in the SIS. Or to ensure the interoperability of these two systems in a more general way. This is in line with the issue of the sustainability of the SIS, mentioned recently by @hannahedeland in a CSC telco, and with the issue of the place and role of the SIS in the general CLARIN architecture of central services.

One other thought is that, for ease of maintenance, this information should be collected in a separate XML document, rather than introduced into each format description document.
